Charging phone and lighter socket battery drain

Does anyone know whether the lighter sockets "turn off" when the engine is off? If I leave a phone (or BT headset) plugged in when the engine is off, will it drain my battery?

Thanks!

The one in the lower section of the center console (below arm rest) turns off with the ignition. I forget whether there is a second outlet but if so, I would assume it would too.
