I did it on a 2004 TL.
Didn't have to remove the bumper entirely but I think I did release the clips on the one side to make it easier. So not total removal, but partial. But if you removed the bumper it'll probably be a lot easier.

It's been a couple of years. For the line, I think it was tough to remove the clips, just make sure you get them all.
The bumper was mostly push pin clips, with just a couple of screws. Fairly easy to remove them, but be careful or you can break the clips. I broke a couple but I bought a bag of 50 off eBay like 10 years ago and only used like 10 over the years.

Having trouble removing bolts A due to rusted. The plastic that hold the nut broke loose thus the bolt and nut keep spinning and I can’t remove the bottom part of the bumper. I can’t get a a vise to grab the nut on the inside.
any suggestions?

Does it look like that A bolt fastens to the front red arrow clip nut?
Maybe dremel the bolt A head off?
If the plastic is broken on the inner fender liner you won't be able to reconnect anyway.

This is for 2007 model. The bottom of the bumper is held by 4 bolts at each end of the strake that also bolted on to the bottom splash shield. #30 bolts in this picture are bolted through the bottom bumper and the splash shield.
Since metal clip nuts of these bolts are now broke loose from the splash shield plastic I think the bumper can be removed.

So I was correct in my post #20,
That front bolt, next to the black arrow with the red line through it, pointing at 'B-46' is the #30 bolt on the second graphic below.
OEM vendor 'B-46' graphic is below, you can tell this by the 'code' on the image lower right side (yellow arrow).
Therefore, it is reasonable to assume that bolt #30 fastens to, through the bumper, the front most #17 clip nut on the inner fender splash shield below?

Question. I don’t have OEM power steering fluid handy so I used autozone power steering fluid to top it off. I plan to use the AutoZone fluid to flush out old fluid and refill with OEM fluid. Is it ok to drive with AutoZone fluid for a few days?
