Black Washer on the outside of the backup sensor?

Black Washer on the outside of the backup sensor?
Is there a black ring between the outside sensors and the bumper? This ring is like a washer the diameter of the sensor.
The dealer didn't provide the installation instructions...so I don't know if it belongs there, but it looks strange. The center sensors are flush.

There are online pdf's of the instructions, the black washer is actually the retaining ring for the sensor, the center sensors are held in place by a retaining tab installed on the back. The side ones, you insert the black ring and then the sensor; locks in place.

I would love to see the installation instructions. Some dealers post them on their online stores. But I haven't found them for the backup sensors.
Now...are you saying the black washer goes on the outside?
