Best price on a non navi?

It is my opinion that a dealer is not going to give you the best deal over the phone. You'll have to go in and they will have to be under the impression that you intend to by a car from them if they get the price where you want it.
Ron Fraser over at Acura of Dayton seems like a reasonable guy, but he isn't going to give away great deals to window shoppers.
If you are serious about buying is the only way you are going to get the best deal, IMO.

Maybe could have done a little better in my market area; however, I wanted to feel good about my purchase and establish a good relationship with the salesman that I purchased from. Basically, I wanted to feel good about the deal and I'm comfortable with the price that I paid.

Getting it for "invoice"
Waiting for the paperwork, but the same place that had them on ebay is selling me a AT Non-Nav '04 TL (27xxx build) for 30,299. Gotta fly to NYC to get it, but JetBlue is 50 bucks for the one way, and the local dealer wouldn't go below sticker.
So, on Feb 28th, me and a buddy are wingin' to NYC, pickin' up the car, driving to a friends, then home. So, around 200 bucks in expenses plus a day to save around 3k. Sounds ok, doesn't it?

Yeah, it looks like the non-Navi are consistently being sold at incoice or a little below. I bought mine the end of January for $30,500 with wheel locks and all season matts thrown in. With the overstock they have right now on the non-navi's I would just call around to the dealers in your area and make sure they have your color combo on the lot before you head down there, if it's a popular color then try to find a dealer with a few of them. I got anthracite/quartz so I found a dealer that had like five on the lot so they were eager to get rid of one at the end of the month.
