Would you even fix this?
IMO - Buff the scratch out, and just leave the scratch alone in the plastic below - doesn't look very noticeable in the pics. A little trim product on the plastic and it won't even be noticeable.
Otherwise, here are some options:
1) Bodyshop repairs, they will have to sand down that area to blend it in.
2) Look up "touch up paint repair and bumpers" in your area.
3) Call the local dealer to see who they use to touch up bumpers and other minor damage. Typically they do this on used cars before selling them. Similar to wheel/rim repairs.
