Does anyone know what is it that plug in to the OBD2 terminal, just notice when looking at the OBD2 terminal some kind of device plug to it with little red light..

Security and other systems have other devices or pin reset plugs to short to clear. Obd systems are usually regulated to under the drive plastic but can be left or right of steering wheel.
