Parking brake cable seized...

Like the title says; My passenger parking brake cable is seized. My question is should they be changed in pairs? Looks like this car spent some time up north by the rust/corrosion. I'm guessing the drivers side cable isn't far behind?
Has anyone had any luck cleaning the cable? I can get it free pulling it with a pair of pliers from the caliper end, but can't see how to get the boot off to spray some cleaner/lubricant in there. Thanks

Are you certain it's the cable, and not the caliper itself? Try taking the caliper off and disconnecting the cable and see if the cable it really seized or it's the caliper that needs to be rebuilt or replaced.

It's definitely the cable; I disconnected it from the caliper and was able to get the cable to move, but not freely enough that the caliper spring will pull it back when you release the brake. There is a hole in the boot at the end of the cable, I'm guessing water got in there and corroded the cable.

Lots of times a cable will rub a hole through the insulation covering it, water gets in and it begins to rust. Easy to see if the other cable is ok. Have someone apply the parking brake while you watch the caliper to see
if it releases. And turn the wheel to make sure.
Maybe pricing the cost of one v. both will help decide...
