You mentioned it looks like it's peeling .. well, shove something back there and see if it actually is peeling? Could be cheap tint, bad cut, tint bubbling .... all leading to it peeling.

to me, it looks like glue. like an adhesive.

but the only way to figure it out, is to un-install the brake light housing to physically check.

You need to remove the rear shelf - a complicated process (need to follow steps in the service manual). It takes time and involves replacing some of the clips.

I'm not even sure how the tint shops manage to get ting behind the 3rd light without removing the shelf!

The rear shelf is a bitch to remove. I know from experience. I have the pdf that shows how to take it out, hopefully the link below works for you.

You also need to remove the C-pilar trim which you will need to replace the clips holding them in:

when I had koni yellows, i couldnt fit my hand inside the rear shock mounting area. I couldnt adjust the shocks. it was easier for me to take off the rear deck

It's a pain because of all the clips holding it in and you have to bend and rotate it to get it all the way out of the car to avoid scraping/puncturing the speakers.

It's very doable just set aside enough time to do it.

I hung out and conversed with my tint guy when mine was getting done. The good installers will have the correct tools and patience. Some dudes just cut around the 3rd tail light if they dont want to deal with it or if the tint is deemed too dark to render the light useless.
