Putting on Rims

Should I get a torque wrench for my new rims?

I have heard 80 ft lbs or 85 ft lbs. Is either okay? What is the proper method for putting on rims? i.e. tighten only when it is lowered.

I have found the beam type torque wrenches for pretty cheap, would anyone recommend them?

put rim on, hand tighten bolts till snug, torque to 80ft lbs in a star pattern, lower car, retorque all bolts again to 80ft lbs, if these are new rims, retorque again after about 50 miles since the bolts will seat into the rim.
