Eibach pro kit springs

found a guy willing to sell me them for good price, but he says hes not sure how many miles on them and if he had to guess then ~40k. Would these be a safe bet to put on my tl with stock shocks or should i just get them new?

I'd say pick em up cheap and go from there....If you like them, you can get new shocks if you want, and if you dont like them then you can always just re-sell them.
