There are many people in this world that still enjoy chrome, but hey, everyone is entitled to their opinion..but to generalize it to rappers and athletes is kind of ridiculous!

18x8 with a +45 is going to really be pushing it

Fitment issues is key, and I think that an 8 inch wide rim with such a low offset will only cause headaches.
I personally don't like that design. I feel like it should be on a 300c, a Charger.. or some other domestic "baller-type" cars.
The TL is an import.. hence more of a tuner/JDM/VIP style wheel look would better suit the car IMO.
But to each his own...

these are the ones with the +40mm offset... you all might not like them but this is the look I am aiming for regardless... But will they give me any problems? The ones I have on now which I have no clue what offset they are have given me nothing but trouble for the past 1.5yrs

Going with a lower offset will cause you to rub more because it makes the rim lip closer to the fender. This site with our default specs as an input will help you gauge what the difference will be going from a +55 offset to a +40 offset.

I have 8" wide with 45 offset and just shaved down my urethane portion of the rear fender (aka bumper tabs). No more rubbing. I'm on 19's with 235/35 tires. I like the Falken Azenis ST-115 tires that have a rounded shoulder design which keeps me from rubbing on the metal part of my fender. Tires have a lot to do with rubbing too, keep that in mind. I would not go 8.5 wide and certainly not lower than 45 offset. The closer to 50/55 offset the better.

EW nay. The second wheel you posted was even worse. At least do a 19''. Smaller "bling" wheels look retarted.
If you are gonna do chrome, you gotta go big for it to look good. But not TOO big. (19s perfect)
