Balancing
If you get them used from someone ... might not hurt to get them balanced before putting them on. You never know how the previous owner cared for the tires/rims. Plus, it will improve the wear of the tires.
Not a bad idea to get them balanced before putting them on. But since they're going on the car anyway, mount them and take a drive to see if you experience any shimmy or vibration. No sense in spending cash on something that ain't broken.
