That rim is heavily oxidized and the center caps need replacing.
2 things you can do.
1- buy new rims or
2-sand and refinish.
Number 1 is the pricier option. Seen those rims on ebay for about 4-$500 dollars.
Number 2 is a lot of work but cost effective.
Sand with a coarse grit to remove the clearcoat and oxidation.
A Wire brush and oven and grill cleaner will also work for the oxidation.
Then after all clearcoat is off start with wet sanding 400 grit and move on up to 800 and then 1500.
Finally apply your primer 2 coats. Self etching if it is bare metal.
Then your main color 3 coats.
Then finally clearcoat 3X.i

You cant polish that to fix that. The OEM wheels have a clear coat over them. You would have to strip the clear, THEN sand and polish the finish then have them re cleared (or you will be polishing them regularly)
