I'd check the grounds first. Does your car have daytime running lamps?

Thats the same thing I thought, This may be a canadian TL.

To the op: If you have aftermarket HID setup, try swapping ballast from left to right side and see if the problem follows. if it does its your ballast.

OP registers as Arizona so probably a USA car

The high beams- do they go on and off with their switch or stuck ON at all times with the lows?
Might be in the stalk-switch, or a weirdness in the relay and low beams

Low beam flicker is likely time to replace your aging HID system - luckily aftermarket is way cheaper and better than stock parts,
A full setup of 2 new ballast-ignitor/invertor and 2 new bulbs of very good quality for $60 to 100 or $200 depending on maker and seller

see any of the 100 current `low beam` threads for more help

Any moisture inside the lens of lights after rain or washing? that's a ballast killer

its possible the high beam bulb is simply worn out, but more likely to suffer a ground wire issue
The High beams are plain 12 volt bulbs, not hid like the low beams = cheap!!
