Steering wheel controls and Horn malfunction

The horn and steering wheel controls do not work when the steering wheel is in the straight position. They work when the steering wheel is turned about 35 degrees or more. Any idea what the problems are and what the fix is for it. I suspect that it is a dirty/corroded or worn out connection.

Thanks for all your suggestions. I will look in the repair manual to see how to get the steering out and try to clean the contacts.
