2003 Acura TL

Trying to take off rear plate. 2 rusty screws on top just keep on turning - no screws on bottom of plate. Original faded frame from dealer from 2003, so those plates have been on for awhile.
Must be washer somewhere in back, but I can't figure out where the hell they are.
Any ideas besides taking the bumper off?
I can probably just pop the plate off with a pry bar - the screws are very worn - and get some larger self tapping stainless steel screws.

if you can get some small vise grips on the heads and drill them out(just the screw heads), there are plastic thread inserts that can be replaced. I don't think the bumper needs to come off.
