This is the 12 volt outlet under the radio. I'm assuming the clanging that I hear is the metal clip that presses in from behind the dash. The problem is...how do I get to it? I can't figure out how to remove the "not an ashtray" but that would give me access to the rear of the outlet.

I figure there's a simple way to get access so I'm asking the experts.
