Oil Pressure Issue

When i start the car with oil in it and filter off. No oil comes out filter spout and the oil light on the dash is illuminated.

you need a new oil pump
most likely the oil bypass valve is stuck in a position where its bypassing the oil filter
had a similar issue on an odyssey

Not something I was trying to do. After finishing installing valve cover gasket. I ran the car, walked away for 3 minutes car was off. Turned back on oil light was illuminated. That was the test that was performed to see why there was no oil getting to the top of the motor.

I was just getting straight to the point. I am currently in NJ and I live in Cleveland. I am trying to see what I can do before I try to replace oil pump.

There is not much you can do
oil pump replacement requires the removal of oil pan, exhaust manifold ,timing belt

Based on what you're saying, the car stalled for whatever reason, and the oil light is on as a result of the engine not running. Check your oil level, put a filter on it, and start it. Let it run at least 30 seconds; run the rpms up to 1500-2000 for a few seconds, and see what happens. It's extremely rare for these engines to lose oil pressure.

Since the engine is cold you might not be able to tell the correct oil level but either way check it.
Does it show anything on the dipstick ?

Yeah, ya may wanna just start over fresh, with draining the old oil and replacing it with 5 qts. of new oil and filter. Recheck all past work. Could be something simple.

It seems strange that this situation just reared it's head shortly after replacing the valve cover gaskets. Perhaps something is loose or not properly connected after the previous repair work. Check over everything and try what TLer trash suggested previously. Ya may get lucky !!!

The original issue with the car was the 1399 code. Figured out it was the coil or spark plugs, not sure which on was the issue, all were replaced. Stsrted car all was good. The car performed like a champ. Than replaced the oil pan, because the drain hole was damaged. Started car, car ran perfectly. Was going to replace timing belt and water pump, due to car having 171k miles, upon opening up the timing cover everything looked good. I than replaced the valve cover gasket because it was leaking. After this installation the car had the oil pressure issue.

Make sure you got the right pan. There's a spit somewhere between 99 an 03, and the wrong pan is too shallow. It covers the sump inlet completely, not allowing any oil to get to the pump. If I can get more specific info, I'll post it later.

While they fit, and they look similar for some reason they arent.
