no its common. Moisture should NOT be in light housings.

Is there a bulb in it?

And how did you mount 03 fogs on a 2000?

Wiring has nothing to do with keeping moisture out of them. Is the bulb in it?

If you had the bulb out and the housing was exposed to mosture, when you put the bulb back in you sealed in the mosture.

Get one of those silica packs (the thing that says do not eat) and pop it in there then put the bulb back in. Let it sit in the sun for a day or so until all the moisture is gone.

I noticed that when I replaced my OEM fogs, for a pair of DEPO fogs they have a little small hole on the fascia. I also get just a tad of condensation inside.
I returned them and got TYC fogs and still there's a small designed hole. I still have moisture inside but nothing crazy and it dries real fast. I think this is normal for aftermarket fogs??
