Next step is to check the coolant temperature sending unit. Be careful while following electrical diagnostic procedures - if you are not familiar, you could end up causing more damage than what exists.
Here is the procedure from the manual for 99 TL:
- Make sure the ignition switch is OFF, then disconnect the YEL/GRN wire from the coolant temperature gauge sending unit, and ground it with a jumper wire.
- Turn the ignition switch ON (II). Check that the pointer of the coolant temperature gauge starts moving toward the "H" mark. Turn the ignition switch OFF before the pointer reaches "H" on the gauge dial. Failure to do so may damage the gauge.
- If the pointer of the gauge does not move at all, check for an open in the YEL/GRN wire. If the wires are OK, replace the coolant temperature gauge.
- If the coolant temperature gauge works, test the coolant temperature gauge sending unit.

make sure the coolant level is to the top of the radiator and the res bottle is filled to the cold line
also ck the hose attached inside the res bottle cap- its critical to the system and likes to fall off and drop into the coolant
note: normal temp is 1-2 lines below half on the guage- and it should never go above that--gets to temp in a few minutes drive, then stays there regardless of outside conditions and load on the engine--running ac- mountains- 100 degrees outside

Sounds like you may have a faulty gauge. You can try to replace just the temp gauge. Its pretty easy to do. You can get it from this link.

do the above test, then order part as needed
