Help Brake Is Stuck

My brake is stuck i have to bring it back up with my foot i changed the master cylinder and the check valve hose its still doing it any sugestions

There's a return spring for the pedal under the dash that's broken or has come loose.

under were exactly. it gets stuck a little bit and sometimes if i just tap it it will doit, but if i go all the way down it wont
