i tried your method of aiming headlights, it was way easier but this passenger side gear is moving but not making any difference in height

look if the gears are really turning the final adjuster
Maybe the bulb is in upside down?-- if those were replaced

iirc there is a little bit of play in the bolt holes for the housing- loosen bolts and and move the entire thing up a tick,, see if that fixes it

You may be at the end of the adjustment range? does it stop turning or what?

bulbs were replaced 9 months ago by a local garage mechanic. gear turns along with the bolt.

I suspect the bulb was installed upside down- its easy to do and if you were not paying attention to the external wire when removed--not know which way it goes back in

Also there is a reflector plate that goes over the bulb and attached to one of the tiny screws for the retainer spring arm
If thats missing or fell inside housing--result is light cast onto the ground
DIY or take it back to him

take a close look from outside the lights for any differance in install

the bolt on the middle gear does turn with the adjuster- iirc it holds the gear on~

the adjustment is the method I gave you- from the owner book
