fuse 13 under dash d/s

not receiving 12v hot to fix

Based on a 00 tl wiring diagram, [you didn't say exactly] that fuse should only have voltage with the key in the crank position.

with key on still no power at fuse.

Crank position, not on position....all the way forward against the spring tension, position III [3] in hondaspeak. Does your car turn over? What are you trying to diagnose?
