Fenders rolled, but rubbing off tires on frame. Help!

Here's the thing, I had problems with my wheels rubbing my coils till the outside wall of the coils and the inside lip was like gone. So i got spacers and im running 18 x 9 +37 offset slammed. This problem, im wondering what to do with the piece of steel, I think frame rubbing off my tires.

Looks normal with some tire rippin off.

Tire goin out and the area im talking about.

When I drive alone I do rub too, and when Im with 3 ppl, its constantly on the piece of metal. Its just bad and I dont wanna raise car, if anything I can do to solve this, ill proly go lower. Is it frame? Should I weld it off or heat it and bend it upwards or what you guys think.

You have to shave that part down a bit and then relocate the bumper screw further back
