Failed VA inspection

Hello all,
So I went to get a VA safety inspection but it turns out I failed it for two reasons. They said my exhaust had a leak in it. I have the 5zigen Fireball exhaust system. I still have the stock exhaust so I was thinking of just switching it back to the stock exhaust. The other reason why I failed I don't understand. They told me that my fog/driving lights have to go off when I have my high beams on. I never heard of this. I have had these lights for 4+ years and I have never had a problem before this. Is this guy wrong or what? I am not sure what the VA laws say about this. Also to note, I can with the touch of a button turn off the fog lights whenever I want. Am I breaking some sort of safety law with these lights? I understand the exhaust thing but not this. Anyone with experience in this area please let me know. Thanks

Steve

Question Question:

Why do you need fog lamps on with high beams?

If you need fog lamps to see in fog then turning on high beams makes the glare worse

I think I remember hearing that legally you can't have more than 4 driving lights on at the same time. So either Low beams + Fogs or Low beams + High beams. The factory setting turns off the fogs when you click on the high beams.

Yeah I had to pay even though I failed but he said I only had to pay $1 when I come back to get it reinspected. So I guess it is true that my fog lights have to go out when the high beams are on. I will just take out the fog lights when I get it inspected again then put them back in afterwards. As for the exhaust, I wonder if 5zigen gives some sort of warranty on this product. Is it not weird for a small hole to form after a period of time? Thanks for the replies.
