Sounds like a vacuum leak of sorts..

 

You could run a can of Sea Foam motor treatment through the fuel system from the gas tank to clean the fuel system. It does not necessarily explain why you are having a loss of power in a very specific rpm range, but it couldn't hurt and is inexpensive. While Seafoam may have some benefit, your symptoms point to other causes (and solutions).
