I'm not sure how your brakes feel when you are driving put there is an adjustment under the center console for the e-brake. Of course you will have to pull all that off to adjust it or you can bring it somewhere to have it done. As for hard time braking while you are driving, I'm not sure. I don't know much but it could be a couple things, air in the brake lines, low brake fluid, pads worn(but unlikely since you said you had put on not to long ago). If it were me and your pedal feels spongy then I would have the lines bled. If it comes back after a while, that means that air is getting into your brake system somehow.

Your parking brake and standard brakes are two completely different things. Which one is the problem? Or is it both? Snowman's right about the standard brakes. If you press on the pedal and they feel spongy, then it's most likely air in the lines or maybe low hydraulic fluid.

If your stomping on the brakes and the pedal doesn't go to the floorboards, but you still don't stop, then there is a problem with the brakes themselves.

If your just taking about the parking brake, then you can adjust that (as Snowman says) under the center console or at the rear wheels. You'll have to take off the rear wheels and get to the rotor, or better yet, take the rotor off, but you can do it. Or,.. you could probably have someone do it for about $30.
