Is there anyway to test either the igniter or ballast to see which one is or isnt working?

I bought a used ballast on ebay thinking that was my problem, but my headlight still isnt working

 

yeah, I when i went through this I had a mechanic test it. He used a tool that tested to see if if there was an continuity in the wiring. So if your sure its not the bulb then its going to be the igniter. Its super easy. there is actually a thread on it if you so a search. Does this help?
