another HID/Ballast thread! (opinions needed)
ok - so i have a similar problem as many. Driver side lo-beam out (good bulbs, work on other side). Lens has a lot of condensation on it, but bulb has been out so not able to burn it off. i have read many threads about this but looking for a check list of how to go through the possible problems.
1) check bulb (bulb is good)
2) check fuse (driver side lo-beam - anyone know which fuse this is?)
3) replace ballast?
4) replace lens unit or re-seal?
5) some other wiring bugaboo?
does that sound reasonable on how to attack this thing? would you do the order differently?

I agree with LiveFive. Obviously fuse is cheapest and easiest to check. After that, it is most likely your ballast. I do know that the aftermarket ballasts have a lower failure rate then the orginal part. So it may be time to do an upgrade to aftermarket if you havent already.
