To summarize:

03 type-s WDP - WIN
8k HID's - WIN
3k HID's fogs - WIN
2 JL 12's - WIN
4 component ifinity kappa's w/ 4 tweeters - WIN
Pioneer 900BT w/ all the goodies - huh? wtf are goodies?
20" chrome wheels - FAIL
AEM intake - WIN

Your other questions:
3A tips - do a search and find pics of others with various tips
Clear headlights - do a search, there is a DIY. But a quick and dirty DIY: heat headlights in oven, pry open, remove filament, reheat headlights, close headlights and apply clear sealant.
Best TIENs - do a search, most of us here have the coilovers, either the Basics or SS
I don't know if you see the underlying theme here... but in case you missed it, DO A SEARCH!!!! you moddasucka.....

haha, its all good man, if you like chrome 20s, thats ok, as long as you like it.
as for the headlights, check out this link:

https://acurazine.com/forums/2g-tl-1999-2003-98/new-official-2nd-gen-tl-diy-thread-706083/

its the Do It Yourself Section for our tls. people just explain the processes they take to do things, such as "clearing" those headlights. basically what he did was bake them, take them apart, remove the orange side blinker, and put them back together. and he polished them up using scratchX or something like that. the DIY is in that link under the lighting section. its not as hard as it sounds, if youre the adventurous sort, youll be able to do it with few problems, if any.

remember to search! most questions have been answered

if you notice, he painted the chrome part of his outer grill whit also, and he "blacked" out his foglights. theres a DIY for that too. mesh grille, a nice drop and the lip kit all give his car that sexxy look. so heres some ideas lol

Fair enough... but to clarify, not all chrome is bad, but most people that get chrome, get the biggest ones (20"+) and most of the time the rims are ugly. Not saying the OP's car is bad... I personally am not a fan of chrome because I have seen many a nice car made to look horrendous due to chrome rims and other accents. As others have said, we will wait and see... when he posts pics of his car, we can determine if it looks clean or if it is 'PimpMyRide' worthy....

dont put the file location in there..."

thats for a web hosted URL

go to something like tinypic.com and upload it there..

copy the url it gives you, and paste in the box that pops up when you click the upload button
