Bilstein Out of Stock

Hi, I ordered Bilstein Sports for TLs 03, unfortunately the guy told me after two weeks that they are not in stock and refunded me the Money. (Thats on Ebay) Can any 1 Tell me a place to buy Bilstein for TLS 03 anywhere else? Or do i have to learn more about Tokicos which i dont want to..

i Bought the Bilsteins from " halyacarparts " on Ebay. via Paypal on May 22nd. Now this guys messaged me on Ebay on May 30th Saying he doesnt have the part in stock he will be refunding my money shorty through Paypal. Its June 3rd, how long should i wait for my Refund? And if there is a problem, how should i contact Paypal for the refund or anything like that?
