Wouldn't fog lights melt the bumper?

I was considering the PIAA 1200s. I would want to mount them either in the center of the "vents", or toward the outside of the "vents". But before I do anything as drastic as cutting into my bumper, I'm wondering if anyone melted their bumper by doing this?

I have my PIAA 1700X series attached to the metal frame member right behind the bumper, which is at the outer most side of the vents on the top, and the bumper does not melt, not even hot enough...not even hot to the touch, so it wont melt it!!

There are million of fog lights out there and they are not going to melt the bumper. I used to have the PIAA 1700x but now I have the new PIAA Solitaire plasma blue series.
BTW, why would they make fog lights if it was going to melt the bumper?

never heard of fog lights melting a bumper.. doubt fog lights get hot enough to melt the bumper
