Will OEM kit replace the front bumper?

I have a place right at the edge of my front bumper (next to the passenger side tire) where the paint got chipped off (long story). I always assumed that the OEM kit would replace the whole lower part of the front of the car, but is it actually just a lip? I figured if it did replace it I might as well just spend $400 on a body kit instead of paying a couple hundred to get the chip repaired.

It doesn't replace it but I think it does cover a small portion of the lower part of the bumper though.

Stock bumper already has small thin lip spoiler attached. Front ground kit replaces the existing lip. So the covering area is going to be same. It's just little bit lower than stock lip.

Your front and rear lips fit over your stock bumpers. I believe your side skirts are the only lips that require you to take off the stock kit.

Actually, I am not sure about 02-03, but 99-01 has small lip that needs to be removed.
