will these wheels fit my 99 tl and how do you think they will look? and other opinions? quick please

They look ok.. But be warned the offset is low for that size and may rub on the rear.

 

They will fit, but caution here. If you ever plan on lowering your car, these are very borderline in clearing your fenders, especially in the back. You would be much better off with a 48 or 50 off set if you want the tires to "tuck under" the car like stock. with a 42 offset these will be right at your outer fenders. I'd wait for some with a higher positive offset.

 

Not bad wheels, I like the spokes but I don't like the center hub. What color is your TL? These wheels have a metalic black finish to them. Will they go with your TL? Go with a Racing Hart C4 or C2 wheel. Or and SSR GT1 wheels, would be my recommendation. Everyone has different tastes though.
