Wheel spec question

I know that 17s or 18s is the diameter of the wheel. I know that 7 or 7.5 is the width of the wheel. But what the hell is offset. Is it how far the wheel sticks out? Can you guys help me?

with a lower offset, the wheel will stick out more. +45 is the offset i have and it does not have the ugly sticking out effect nor does it rub on 215.
