It sounds like you may be talking about the shift lock release. If this is correct, you can remove the little slotted cover and stick a screwdriver or key down into there so you can get the car out of park if you don't have the key or the battery is dead. Could that be what you are talking about?

Nah, sounds to me like he is talking about the panel that hides the OBD II D-type plug.
My '02 TL-s has it below the coin holder (where the ash tray would be) and Cig-lighter/poser plug.
He did say it was below that and there is a slot there. However, to remove that piece of plastic, you have to pull the top portion twards you or you may damage the panel.

The lock-out release by the shifter is not really the location he was mentioning (below the coinholder and cig-lighter).
It really depends on the year of the vehicle, so more info is needed!
Looking at Andy's profile, he has a 2000 TL, thus that is the panel for the ODB plug.

its the plug to find out and reads the problems with your car, if any of course. lets say you have a check engine light, you bring this to autozone and they plug the reader into that port you see there, hope this is what you're looking to find out...
gluck.

I think it's the plug for the computer so they check the computer on your car for any problems with emission, engine or anything that the computer would handle. I thnk that's what he's talking about.
