What are main causes for RT Headlight fuse to blow?

What are main causes for RT Headlight fuse to blow?
I am still chasing down whats wrong with my 01 TL that lost BOTH its high and low beam on right side. Checked and found blown fuse. Replaced fuse and it blew quickly. The threads on here seem to point to a bad ballast. Would most agree or is there more easy troubleshooting I can do? ($$ is always a factor)

more than likely bad ballast and/or ignitor. Ive had the problem with the low beam one and have to replace the entire housing unit,because my housing unit seal broke and water was getting in.

I would first look for a bad wire connection- bad ground, that blows fuses
water leakage into ballast (common) will make a bad day
