I might be wrong so someone correct me if I am but I believe that driving lights are really just for decorative purposes and aren't designed to actually help you see any better--they are lower powered and don't focus a beam of light.
Fog lights are suppose to help you see the road better in the fog, of course, and other inclement weather. They are usually higher powered and focus the beam for better visibility.
Or maybe they're really is no difference, just different names for the lights--I'm not sure. But the CL has "road lamps" and the TL has "fog lights" per their website.
As for replacing the bulbs, that would depend on the type of lights you get. The fogs on my TL-S are fairly simple to replace.

According to PIAA here are the differences.
Fog lights: usually mounted under the front bumper about 10-24" from the ground. 2 issues...minimize return glare into driver's eyes and to minimize glare into oncoming eyes. visual aim is made with the top of the beam 4" below the lamp center at 25ft. with the lamp facing straight forward.
Driving Lights: typically mounted above the front bumper about 14-30" from the ground to provide extra high beam illumination. can be mounted below the bumper but will not be as effective because the light will hit the ground sooner and reduce the range of light. visual aim is made with the center of the beam hot spot 1.5" below the lamp center at 25ft (remember, this is with the lights mounted above the bumper). they are supposed to be for auxiliary use with high beams.
basically the difference is that the fogs are supposed to illuminate the road surface directly ahead of you in poor visibility while the driving lights are supposed to be able to give you better distance visibility.
