Yup, that is the belt tensioner. I had the same problem as you a few weeks ago at 87000miles. I put it off for so long that the car got to the point where it sounds HORRIBLE and driving around drew stares.
I don't know how much it may cost because Acura took care of it under warranty.

well, i want to perform the work myself because acura quoted me 203 bizillion dollars for the part and labor for an hour and a half.
is there any info that yall have?

thats a good thread, but it doesnt help in replacing it. also, unfortunately, there are no how-tos or diy's for this pulley....

Well, in order to get the tension off the belts to remove them, you will need either the belt tensioner tool(easiest) which can be rented or borrowed from you local autozone or equivelant. Or you will need a long offset wrench. Im sure that once the belt is off all you will need is a ratcheting wrench, and it's probably pretty straight forward.
Since you werent able to find anything as far as DIY's perhaps you should do one if perform this maintenance yourself. That way when ricky racer comes by with the same problem he will be grateful to you for saving him the trouble that you went through trying to find a DIY.

fyi the bolt on the tensioner is reverse thread i called honda,acura dealers and support line they all said its a normal left to unscrew its bs i changed mine stripped it trying to unscrew it like they said. turn the bolt to the right

well, actually i dont need to even touch that bolt. that is for the pulley, while the problem lies in the assembly with the bearing/spring in it. the pulley is fine, it is the assembly that needs to be changed. it is held on with just 3x10mm bolts.
