what is a cheap solution for bright fogs?

what is a cheap solution for bright fogs?
can i just plug one of these in:



these are $80



and these are $ 9.99

the top ones are HID bulbs, the same ones used in our headlights, if you want to use those you will need to get a pair of ballasts and ignitors, the bottom ones are just plain old bulbs
