Iacv controls the idle not the butter fly! Somewhere in there is a clogg! Rather fuel injector, intake passage, do not clean to manually!! I use a gallon of laquar thinner and ten gallons of fuel, as it will clean everything!! Depending how bad it is you may have to do it a couple of times. Open iacv and clean it manually, then screwing adjuster all the way down as it will adjust itself !
