Lately I haven't because my car is only 4 months old. I usually wax my car once a month anyway. After each wash, I use a QD(Quick Detailer) that contains carnuba to preserve the wax that is on the car because wax usually starts to breakdown after 180 degrees. Of course, it all depends on your car color too. I have a black car and it does not take long so that is why I use a QD. As far as taking off old wax, it is up to you. I will strip the wax on my car after winter and in the middle of the summer because of contaminants and so forth. Put it this way, after you wash your car, if it feels smooth to the touch, then go right to a polish then wax. If not, then you will need a gentle paint cleanser. Hopes this helps!!
it should be okay to wax without removing your old wax but make sure you remove all wax periodically.. but i prefer to do an exterior detail every 6 months with 4 steps.
1. i wash the car
2. i strip the old wax with a stripper (chemical not female...i wish)
3. i apply a polish/swirl remover
4. then i do a final wax
if your finish isn't smooth, use a clay bar with lubricant (you can find it at any wash section of an auto parts store) to remove oxidation. but i would only do this evey couple of years since the clay bar make actually remove more than oxidation. do it between steps 2 &3.
