they say the 99' TL is worth $23 000, CDN. Do you guys think this figure is accurate? Even with the gold and aero kit? I had 35 000 km on it. does canada have a kelly blue book web site like the US?

Your best bet is to go to your bank and ask for the LOAN value of that car, and be prepared to give them the year, kms, etc. They will tell you the exact amount that they will give you for a loan, which is a great indicator of what the car is worth. Don't ever pay more for a car than the bank is going to give you, unless you really really like the car.

 

Does your car got total lossed or something? Why did you get the value from the insurance company? I am not sure about Canadian dollar figure.
