Traction control?

Traction control?

What does it really do? I thought it was basically the opposite of ABS, that when it senses wheel spin it would reduce power to that wheel until it catches. I know this is probably way too simplistic. The reason I ask is because in the snow, my tires can still spin like crazy, especially from a stop when I first accelerate. Guess I need a quick 10 second overview on how traction control actually works and how it is meant to help out.
