touch up paint

So the shmuck that owned my TL before me used the wrong color touch up paint on some scratches, and now there are these darker spots where he painted. I want to make the car look nice so heres the 2 part question

1: What is the best way to remove touch up paint, or do I need to just paint over it with the new right color.

2. What is the best place to get factory match touch up paint, and should I get a pen or a bottle?

1. I would try nail polish remover to get rid of the old stuff.
2. Go to the dealer and buy the correct color touch up paint, it's only about $5 and comes with a brush in the bottle.

will the acetone in the nail polish remover harm the original factory paint underneath the touch up?

wouldn't have used touch up if there was paint under the touch up.. would he?
