Tail light water

Acura TL 1999

My driver side tail light has filled up with water. I removed it, reinstalled it, and it still attracted water. Well, I have been waiting to do a 02-03 tail light conversion, and I finally did it. I do not want these to attract water though. The picture shows a gap before I installed the new tail lights, and how the water flows. I believe once the water flows down, it gets into the headlight casing through the back where the bulbs enter, or maybe through somewhere else. I imagine that water is suppose to flow through here because the sides of the trunk have a natural gap and water is going to get in. And after I installed the new tail lights (and cleaned all that dirt up), the gap still existed. I took some hose, sliced it down the middle, and filled the gap, but I doubt this will work. Any other suggestions?

My other question is in regards to the AEM CAI V2 mount. Does this one mount under the headlight hold up over time?
