How can i reset the ECU on my 2003 Acura TL, And by the way where is the computer located?

ECU is located in the passenger footwell area. Take off the kick panel underneath the fusebox, and you'll see it.

To reset it, unplug the battery for about half an hour. But if you're doing this to get rid of an OBDII error code, then it's not going to work unless the code is no longer active, as in you already fixed the problem.
