Recirculate Not Working

I have a 99TL non-nav. For a yr, I've been dealing with the recirculation function not working. The light comes on when it's extremely hot in the cabin or if I manually press the button. However, I can tell the recirculate isn't working (either I smell the air outside still or the airflow hasn't changed).

Is there a "fuse" that may need to be replaced? Or a worn part? I'm a bit clueless on how these systems work.

Thanks.

nope no fuse. My guess is in the mix motor? Plus you dont want the recirc being used in the winter anyway. it will cause your windows to fog up

I don't use it in the winter but use it in the summer quite alot. For whatever reason, I intended to post here to get some ideas but had always forgotten-- so I remembered the other day.

Mix motor huh? Is that easily taken apart?

I have the exact same problem with my 99, except mine has nav. It would be nice to get a solution coz it takes forever in the morning to warm the inside!

Anyone knows how to solve this??

Might be forced to take it to the dealer, already called them but of course they say they will 'have to do a diagnostic test'; there goes $90.

fsttyms1, how accessible is the mix motor? Any DIYs? Anyone?

for future referrers of this thread...any ideas where the fresh air vent path/inlet is on our cars? behind filters in glove box? could it be clogged? or has the motor that closes/opens the vent gone on vacation? guess it looks something like this:

There's a flap that closes and second blower that comes on when in recirc mode. If the blower noise doesn't get noticeably louder when switching over to recirc, that second blower probably isn't coming on.

I have the same problem for few weeks (only cold air come out).
I noticed that when I tried to increase the temp to high and expecting the hot air to blow out, I hear from under the dashboard some sort of "click, click, click, click".
So, what I found so far (in my case) is those white, plastic, mechanical arms movement (I think they're part of air mix motor) are stuck somewhere or between them.
If I shake it lightly with my fingers... it works, those arms move to the end of travel and the hot air come out.
This is what I got so far, I assume that the air mix motor assembly is the suspect, but I could be wrong.
