Question about the paint. Please help!!

I just found out something wrong with the paint this morning. The area next to the red Type S sign looks different than others. When I touch it, the area is kind of rough (not scratch) but rough and lost its shine.
What can I do to fix it? Should I bring it back to the dealer or I can polish it?

When I bought my 2001 TL I found a spot where the paint had a spider web looking crack in it on the RR quarter. Funny thing is the clear was not cracked at all, it looked like something had poked out from inside the trunk. I took it back to the dealer the day I bought it and he switched my car out for another that I went over very well.
I wonder what they did with my original car, probably sold it to some unsuspecting old person.

Spider cracks under the clearcoat sure sounds like oxidation/rust on the metal panel to me. Good thing you returned the car.
