Paint chip in the front! What do I do??

Ugh.. found a really small chip in the front (approx 2-3mm radius)and it looks like there is a little rust underneath. Anyone know how to easily treat it so that it doesn't spread under the paint? Also bought some touch up paint from the dealer, but I don't want to apply it until I treat the area.

on the hood? if its on metal just take a small piece of like 400-600 grit sand paper to the "rusted spot" it should only be a very light Surface spot that comes off very easy. then just apply acouple light coats of touch up paint to the chiped area until desired finish is acquired. then just lightly wet sand touch up area with 1500+ grit wet sand papre till spooth and buff to SHINE.

Thanks fsttyms1
Yes, it's on the hood just above the chrome. If I sand this spot, there is no way to avoid sanding the painted area around the spot. Is this okay? Isn't there less protection in this specific area because the clearcoat is removed now even though I reapply the touch up paint? I admit, I'm dumb when it comes to paint and rust.

If I got my car rust proofed, would this be covered?
